Bristol Consultation over Homeless Tent Cities Launched:<\/strong><\/p>\n

Bristol City Council has launched a pair of consultations asking residents to give their views on draft policies regarding vehicle dwellers and rough sleeping encampments in the city.<\/p>\n

The council says it is aiming to provide people with support to move them off of the streets and into suitable accommodation. It believes neither option is a safe and suitable long-term option for either the rough sleeper or local residents.<\/p>\n

\u201cSleeping on the streets or in a vehicle is not a safe, long term solution and our priority is to get people into suitable accommodation,” Councillor Paul Smith, Cabinet Member for Housing said.<\/p>\n

“Our aim is to have a fair process that is able to support people to improve their situation, but at the same time effectively deal with any associated anti-social behaviour. It is important to have an approach that is both compassionate and rigorous.”<\/p>\n

According to Bristol City Council’s figures, between 01 January 2017 and 31 December 2017, there were 773 people sleeping rough in the city. A 482 people had a local connection to the city, 173 had no local connection and 118 had a local connection to another part of the UK.<\/p>\n

Bristol has one of the highest numbers of street sleepers in the country which the council says is due to rising housing demand, rising house and rental prices and reductions in welfare reform.<\/p>\n

But the council remains resolute about how they see homeless people impacting on public land, saying it needs to make sure ‘it can be used as intended for everyone.’<\/p>\n

\u201cWe cannot support camping or sleeping rough within our public spaces as we have a duty to protect these areas to make sure they are available for everyone,” Councillor Paul Smith continues.<\/p>\n

‘Van Dwellers’ are also a subject of contention locally, with the subject also debated on national parenting forums including Mumsnet.<\/p>\n

There is no current council policy concerning vehicle dwellers in Bristol, though their behaviour may be considered under antisocial behaviour laws.<\/p>\n

The draft consultation which has been put together in consultation with Avon and Somerset Police says: ‘In considering any vehicle dwelling encampments a balance will be maintained between the rights of those encamped and the rights of the landowner, including the Highways Authority, those lawfully entitled to use the public highway and the local community. Each encampment will be considered on its own merits and officers will act in a neutral, objective and open way. Avon and Somerset Police officers will not proactively seek out encampments but will wait until the Local Authority contacts them.’<\/p>\n

St Mungo\u2019s Rough Sleeping Services Manager,\u00a0David Ingerslev said: \u201cOur outreach teams go out up to four times a day to connect with people who are rough sleeping. We assess the needs of the person and offer people an appropriate route off the streets. This could be staying with friends or family, returning to existing accommodation or, if there is no better alternative, an emergency space in one of the cities four night shelters. We then offer further support to achieve sustainable housing and rebuild a fulfilling life.”<\/p>\n

David acknowledges that people are not already immediately ready to engage with their services and it can become a waiting game.<\/p>\n

“Our teams continue to connect with people until they feel ready to come inside and accept the offer of support; this can take a few weeks, a few months and in some rare cases people may not engage for years,” he says.<\/p>\n

“However we believe everyone is able to recover from homelessness. We never give up on anyone and we keep trying different approaches until we can build a relationship and support the person to leave the streets.<\/p>\n

\u201cRecovery from homelessness can be a long, hard journey. It is rarely a quick fix. The increased visibility of people living on our streets is shocking and we will continue to go out and offer people somewhere safe to stay, an opportunity to rebuild their lives and long term support to sustain a life away from the streets.\u201d<\/p>\n

The consultations launched today and will close on Sunday 26 August 2018.<\/p>\n
