{"id":38451,"date":"2019-08-15T15:27:27","date_gmt":"2019-08-15T14:27:27","guid":{"rendered":"http:\/\/chopsybaby.com\/magazine\/?p=38451"},"modified":"2019-08-15T15:31:00","modified_gmt":"2019-08-15T14:31:00","slug":"department-for-education-releases-asbestos-management-assurance-process-amap-report","status":"publish","type":"post","link":"https:\/\/chopsybaby.com\/magazine\/department-for-education-releases-asbestos-management-assurance-process-amap-report\/","title":{"rendered":"Department for Education Releases Asbestos Management Assurance Process (AMAP) report"},"content":{"rendered":"<p><strong>Department for Education Releases (AMAP) Report This July:<\/strong><\/p>\n<p>This July, the Department for Education, released the Asbestos Management Assurance Process (AMAP) report, a data collection from England schools detailing how asbestos is managed within their establishments.<\/p>\n<p>Asbestos was a building material used in construction and fireproofing from the 1950s until the middle of the 1980s. Because of the dangerous nature of the material, it was finally banned in the UK from 1999, meaning that schools built from 2000 onwards should not contain it.<\/p>\n<p>Exposure to airbourne asbestos fibres causes several cancers and diseases, including mesothelioma, asbestos-related lung cancer and asbestosis. One the conditions have been diagnosed, the result is fatal, there is no recovery.<\/p>\n<p>Asbestos can be found in ceiling or floor cavities, lagging, sprayed coatings, insulating boards and even things like floor tiles, fuses boxes, toilet cisterns and window sills.<\/p>\n<p>In March 2018, the Department for Education (DfE) launched the Asbestos Management Assurance Process (AMAP) a voluntary data collection to examine how asbestos was monitored in England&#8217;s schools. All state-funded schools and academies were invited to take part &#8211; in total 22,072 schools. Of these, 19,522 (88.4 per cent) schools participated with 2,550 (11.6 per cent) not participating.<\/p>\n<p>All schools should have an Asbestos Management Plan, which sets out the procedures for staff to follow in the event of an asbestos related incident. The plan should be &#8216;communicated clearly&#8217; to all staff. Any asbestos incident should be notified to the HSE as a legal requirement under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR).<\/p>\n<p>The DfE says the findings from the AMAP show that asbestos management in schools is &#8216;generally effective&#8217; with &#8216;no systemic failures&#8217; with asbestos management found.<\/p>\n<p>It&#8217;s the Health and Safety Executive (HSE) that regulates the management of asbestos in non-domestic buildings in the UK. The HSE is responsible for enforcing the Control of Asbestos Regulations 2012 and may do so through means including unannounced inspections, investigations of exposure incidents and raising awareness.<\/p>\n<p>HSE advice concerning asbestos in schools buildings is that if it is in &#8216;good condition and is unlikely to be damaged or disturbed, it may be left in place provided its condition is checked regularly (or if inaccessible it is effectively sealed off from occupied space and the seals are maintained).<\/p>\n<p>The HSE also goes on to say that it is &#8216;essential&#8217; that arrangements are in place to avoid damage or disturbance, including that to contractors. When it comes to those working in schools advice is &#8216;staff must know what to do in the event of an incident.&#8217;<\/p>\n<p>Worryingly, the national result of the AMAP found that some schools were &#8216;unsure&#8217; if their buildings contained asbestos. In response to this, the DfE advised that any part of a school estate &#8211; including\u00a0 renovations &#8211; constructed before the year 2000, &#8216;had to presume asbestos was present&#8217;.<\/p>\n<p>Nationally, 89 per cent of academies participated, 89 per cent of Local Authority maintained schools participated, but this number dropped to just 68.9 per cent of non LA maintained special schools and free schools.<\/p>\n<p>Participation rate by region was:<\/p>\n<p>East Midlands and the Humber 92.9 per cent<br \/>\nEast of England and North East London 88.5 per cent<br \/>\nLancashire and West Yorkshire 82.2 per cent<br \/>\nNorth of England 93.5 per cent<br \/>\nNorth-West London and South-Central England 86.7 per cent<br \/>\nSouth-East England and South London 91.5 per cent<br \/>\nSouth-West England 89.9 per cent<br \/>\nWest Midlands 85.5 per cent<\/p>\n<p>Of all participating schools, 80.9 per cent had asbestos present on their site, a 1.3 per cent (251 schools) did not know and 17.9 per cent said they had no asbestos on their estate.<\/p>\n<p>When it came to reading the guidance on Asbestos Management in Schools, 391 schools did not know who had read the guidance and 53 said no one at all had read it. A total of 159 schools said that they did not even know who was responsible for asbestos management in their school.<\/p>\n<p>The DfE says in the report that &#8216;the safety of pupils, staff and visitors to schools is paramount&#8217;.
