Bristol City Council Send Survey Uncovering Parent View Finds Illegal Exclusions and Children out of Education<\/strong><\/p>\n

Children not accessing education and illegal exclusions are two issues flagged in the results of a Bristol Special Educational Needs and Disabilities (Send) survey released this month.<\/p>\n

There are 10,051 children and young people with identified Send in Bristol, though the survey had a response of 370 – representing just 3.6 per cent of the city’s Send population. Of those taking part, 239 answered all questions with 131 choosing to skip some.<\/p>\n

Bristol Parent Carers and Supportive Parents worked together to co-design the survey for Bristol City Council, which ran online in February and March 2020. The council aims to repeat the survey at varying intervals publishing an annual report against the Written Statement of Action (WSoA) each year in a You Said We Did format.<\/p>\n

A total of 234 parents or carers responded to a question about where their children were receiving education. Whilst the majority – 169 – were learning in a mainstream school – 19 were in a special school, 5 in a resource base, 4 in hospital education, 2 in alternative provision, 7 in an independent specialist school, 6 were in home education because there were no other options and 8 were not receiving education anywhere at all.<\/p>\n

When it came to whether the education setting was meet the child’s needs, 63 said that it did sometimes and 46 said not at all. Parents offering explanations for their answers commented that school might have been doing their best, but a lack of funding or specialist support meant the setting could not fully meet needs.<\/p>\n

Others said that their children were waiting for a placement in specialist provision.\u00a0 Some said their school was ‘really good’ at meeting needs but other parents mentioned that ‘school staff do not have sufficient SEN knowledge and lack expertise.’<\/p>\n

A question covering schools implementing EHCPs\u00a0 found 21 saying their child was receiving none of it, 23 said just some of it, with 42 having no idea.<\/p>\n

Bullying was a real issue, attracting 230 responses for this part of the survey. A total of 170 people said that their child had experienced some form of bullying, with 43 saying it happened frequently. The majority of comments stated that children with Send were ‘bullied for a long time in school’ with parents believing schools did not take the ‘right steps’ to deal with it.<\/p>\n

More worryingly, 30 per cent of the children and young people responding to their survey said that they had experienced bullying from school staff. One pupil said: \u201csome staff do not understand how difficult things are for me, and make fun of my work\u201d.<\/p>\n

A total of 12 children and young people (5.2 per cent) said they had on rare occasions experienced bullying from staff in their education settings. A 38 – representing 16.5 per cent – said it happened sometimes and 17 (7.4) said it happened ‘frequently’.<\/p>\n

When it came to school detentions, the majority of parents and carers said that their child had never received one. But 87 (38 per cent) said their child had been given at least one which was directly related to their child’s Send.<\/p>\n

Some 38 parents said that their child had received a Fixed Term Exclusion (FTE) because school staff had not understood their child’s Send or had not put in place the right support.<\/p>\n

But shockingly, 26 parents said their child had been the subject of one or more illegal exclusions – this is where the school sends a child home or stops them from coming to school but does not follow statutory procedures.<\/p>\n

Bristol City Council says: ‘Specific work is underway to establish the structures and systems to improve attendance and reduced fixed-term exclusions for pupils with Send.’<\/p>\n

The council also says ‘we have identified the shortfall of specialist provision and are doing all we can to address this for September 2020, while developing a longer term strategy to create more places for children and young people with Send in Bristol.’<\/p>\n

The survey results will form a baseline for the council to monitor Send improvement in Bristol in response to areas of significant weakness uncovered by Ofsted and the Care Quality Commission (CQC) in November 2019.\u00a0According to Bristol City Council, results will be taken onboard by the improvement board to inform their planning and reported back to parents with clear actions identified.<\/p>\n
