Startling statistics show that complaints concerning Children and Education services across England make up the largest proportion of its workload. Each year the LGO receives over 11,000 complaints and this year, children and education complaints formed 21 per cent of all of them.<\/p>\n<p>A 91 per cent of investigations taking place into Education Health Care Plans (EHCP) issues were upheld, forcing the LGO to say: &#8216; I urge all councils with responsibilities for EHC plans to learn from the experiences of the families and children highlighted in the report and to take steps to avoid the problems that appear to beset the system.&#8217;<\/p>\n<p>The LGO writes to each council with a summary of their performance. Out of a 130 complaints investigated by the LGO regarding Bristol City Council, 16 were about Education and Children&#8217;s Services.<\/p>\n<p><a href=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-39824\" src=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints.png\" alt=\"Bristol City Council LGO Complaints\" width=\"941\" height=\"113\" srcset=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints.png 941w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-300x36.png 300w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-768x92.png 768w\" sizes=\"auto, (max-width: 941px) 100vw, 941px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Overall, 61 per cent of complaints against the council were investigated by the LGO resulting in an uphold rate of 61 per cent &#8211; higher than the average rate of other similar authorities at a lower 56 per cent.<\/p>\n<p><a href=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-results.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-39825\" src=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-results.png\" alt=\"Bristol City Council LGO Complaints results\" width=\"879\" height=\"107\" srcset=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-results.png 879w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-results-300x37.png 300w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-results-768x93.png 768w\" sizes=\"auto, (max-width: 879px) 100vw, 879px\" \/><\/a><\/p>\n<p>The total number of complaints against the council upheld by the LGO came to 20, with 48 closed after initial enquires and 44 referred back for local resolution.<\/p>\n<p><a href=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-table.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-39826\" src=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-table.png\" alt=\"Bristol City Council LGO Complaints table\" width=\"876\" height=\"191\" srcset=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-table.png 876w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-table-300x65.png 300w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-City-Council-LGO-Complaints-table-768x167.png 768w\" sizes=\"auto, (max-width: 876px) 100vw, 876px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Local Government and Social Care Ombudsman Michael King said: \u201cWhile we are seeing more and more complex cases beset by systemic problems, we are also increasingly working with councils to identify the root of those problems and making recommendations to improve the underlying policies and procedures causing them.<\/p>\n<p>\u201cThese service improvements highlight the power one single complaint can have \u2013 when dealt with properly \u2013 to prevent problems reoccurring and improve services for others.&#8221;<\/p>\n<p>Chopsy Bristol&#8217;s Jen Smith says: &#8220;The LGO complaints results do not reflect the difficulties experienced by Bristol parents and carers who frequently report the process as ineffective at dealing with issues regarding EHCPs. I attempted to use the LGO complaints system some two years&#8217; ago after our EHCP needs assessment dragged on for weeks longer than it should have done. But the initial response I received from the LGO meant that I had to fully navigate Bristol City Council&#8217;s complaints system, which at the time was impossible to do in a timely way.<\/p>\n<p>&#8220;I hear many complaints even now about issues with Bristol&#8217;s Special Educational Needs and Disabilities (Send) provision from across the city. The number of complaints investigated does not reflect the reality on the ground.&#8221;<\/p>\n<p>Send and EHCP complaints is nothing new to Bristol City Council, having been forced to target the problem area in its Written Statement of Action (WSoA) to Ofsted and the CQC.<\/p>\n<p>By July 2020, the council&#8217;s aim was that the Send complaints procedure would be reviewed to &#8216;ensure timely and effective response&#8217; to parental complaints.<\/p>\n<p>By November 2020, there should be a revised complaints system and guidance would be &#8216;co-produced&#8217; ready to be launched and put into action. \u00a0By March 2021, the council aims to be responding to complaints in a&#8217;timely fashion&#8217; with results from these being actioned and service improvements made.\u00a0 By July 2021, the council&#8217;s annual report should show there has been improvements in the timeliness of its response and overall complaints &#8216;satisfaction&#8217;.<\/p>\n<p>&nbsp;<\/p>\n<hr
