The discussion over Bristol pupils’ inability to attend school took place earlier this month<\/h6>\n\n\n\n

Bristol’s Head of Children’s Commissioning rambled through a question regarding Emotionally Based School Avoidance (EBSA) in a meeting at Bristol City Council this month.<\/p>\n\n\n\n

The council officer presenting her own report deferred to the Director of Education after telling councillors that children unable to attend school due to anxiety would be accessing education through the Short Breaks Service.<\/p>\n\n\n\n

The discussion came as part of the agenda item SEND Joint Commissioning Strategy 2026-30. The purpose of the paper was to ask the committee’s approval of the publication of the SEND Joint Commissioning Strategy 2026 \u2013 30. <\/p>\n\n\n\n

Bristol City Council says the strategy ‘sets out our ambition and commitment for SEND (Special
Educational Needs and Disability) services commissioned by BCC and jointly commissioned by BCC
and the Integrated Care Board (ICB \u2013 Health).’<\/p>\n\n\n\n

The paper was presented by Head of Children\u2019s Commissioning Gail Rogers.<\/p>\n\n\n\n

Following the paper’s presentation, Lawrence Hill Labour Councillor Shona Jemphrey asked Rogers about the support for children and young people with Emotionally Based School Avoidance (EBSA).<\/p>\n\n\n\n

<\/p>\n\n\n\n

The papers ahead of the meeting said: ‘EBSA & Flexible Education Support for emotionally based school avoidance: earlier help in school, flexible\/part-time or alternative provision, and truly needs-led support.’<\/p>\n\n\n\n

In Appendix A of the report, the SEND Contracts List says that Enable Trust would be providing psychological intervention. The current contract provides funding for just 18 families.<\/p>\n\n\n\n

There is an ongoing move away from using EBSA because it frames the child as the problem. In recent years, Barriers to Education is a term which many organisations have landed on due to the nature of poor attendance being strongly related to inclusion issues.<\/p>\n\n\n\n

Regarding support for Barriers to Education, Jemphrey asked: “What is needed? What does that look like? What have we already got in place? What are we thinking is needed moving forward to help those parents and children who are struggling to go to school for emotional reasons?” <\/p>\n\n\n\n

Gail Rogers said: “Those children, the EBSA children. So I know parent carers as well would say that that’s a priority and we’re looking at how we can support through short breaks through short breaks programme. and that’s predominantly what we built into the programme for the commissioning strategy.”<\/p>\n\n\n\n

Jemphrey responded: “Parent carers, Is that what they’re saying they want to support? That’s the sort of support they’re wanting for EBSA?”<\/p>\n\n\n\n

Rogers replied: “A wider range of support I think parents are saying they want for that. So across the partnership. So support with that emotional and mental health through, through community-based mental health services, support to help their children engage in education. Do you want to come in Vic?”<\/p>\n\n\n\n

Director of Education and Skills at Bristol City Council, Vik Verma “There’s a few areas there. The ICB have the mental health in schools teams which are working I think in about 70 per cent of our schools at the moment which is that first layer of support for children that are in education and generally we’ve had good feedback about that in terms of pre CAMHS support, particularly noting that CAMHS pressure is significant and a different approach is needed around that. So I’d say that’s part of it. <\/p>\n\n\n\n

“We also fund the Enable Trust through a service level agreement to work in targeted approach using education psychologists to work with that cohort. So there’s a couple of areas there. In addition, we’ve also just withdrawn what was a previous charging policy for our Bristol Hospital Education Service where schools would pay contribution towards that and we removed that so that schools can now access that more freely. as well. <\/p>\n\n\n\n

“So those are some of the smaller interventions that we have been doing across the city. <\/p>\n\n\n\n

“Over the next few weeks and in readiness for September we will be publishing and at the moment kind of draft title is a children not in education policy or children not in school policy which will cover all manner of children who are both from persistent absence through to exclusion, suspension emotion based school avoidance.<\/p>\n\n\n\n

“And the feedback we’ve had from families in recent survey work we’ve done is they can see that there’s lots of offers but they they seek two things. One, clarity of what is the pathway, so where do you start and where does it then take you when you need support. But also recognition that actually if there if there isn’t an offer for some children that professionals are clear rather than you know families bouncing around the system. <\/p>\n\n\n\n

“So we are doing some work on that policy to really set it out in a way that families can see a very clear map of where do you go, where is there an offer, where is there not an offer? And that’s a bit of work we’re doing with Bristol Parent Care Forum at the moment.”<\/p>\n\n\n\n

The committee approved the Strategy for publication.<\/p>\n\n\n\n
