{"id":47331,"date":"2026-09-03T12:22:36","date_gmt":"2026-09-03T11:22:36","guid":{"rendered":"https:\/\/chopsybaby.com\/magazine\/?p=47331"},"modified":"2026-09-03T12:22:37","modified_gmt":"2026-09-03T11:22:37","slug":"bristols-ehcp-timeliness-at-17-per-cent","status":"publish","type":"post","link":"https:\/\/chopsybaby.com\/magazine\/bristols-ehcp-timeliness-at-17-per-cent\/","title":{"rendered":"Bristol&#8217;s EHCP Timeliness at 17 per cent"},"content":{"rendered":"\n<h6 class=\"wp-block-heading\">Hundreds of children and young people are also waiting for specialist school places<\/h6>\n\n\n\n<p class=\"wp-block-paragraph\">Families and young people with Special Educational Needs and Disabilities (Send) in Bristol continue to wait an unlawful amount of time for Education Health Care Plans ( EHCP).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data from Bristol City Council shows the current year to date timeliness for issuing a plan is just 17 per cent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In papers to Children and Young People Policy Committee next week &#8211; to be presented by Executive Director Children &amp; Education Hannah Woodhouse &#8211; Bristol City Council says: &#8216;Improving the timelines and quality of children\u2019s EHCPs remains a priority.<strong> 21%<\/strong> of children\u2019s plans were finalised in April 2026 within the 20-week timescale. Year to date timeliness for 2026 is <strong>17%<\/strong> compared with<strong> 7%<\/strong> over the same period in 2025.&#8217;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The performance data as of 30 June this year shows that 21 per cent of EHCPs had been issued on time at that point. With July, August and September to be added, the timeliness rate drops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bristol City Council also reports that there had been an 08 per cent reduction in the number of Education Health Care Needs Assessment (EHCNA) requests over the 2026 year to date compared with the same period in 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bristol continues to be below the England national average of EHCNA requests. The council says: &#8216;The<br>rate of requests per 10,000 population in Bristol for Quarter 3 2025\/26 was 21.4, below the national<br>rate of 22.6 and the South West rate of 27.1.&#8217;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even with less requests being made this year and with the city being under the national rate and South West rate, Bristol City Council only managed a ten per cent improvement in timeliness on last year overall.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2026-3.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"949\" height=\"293\" src=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2026-3.jpg\" alt=\"\" class=\"wp-image-47333\" srcset=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2026-3.jpg 949w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2026-3-300x93.jpg 300w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2026-3-768x237.jpg 768w\" sizes=\"auto, (max-width: 949px) 100vw, 949px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s not good news for those waiting for specialist places in Bristol either.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data shows that there were 266 pupils with an EHCP waiting for a specialist school placement in May. Later and more up-to-date data is not available for this cohort of children due to reporting being &#8216;paused&#8217; while the council moves to a new system.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><a href=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"958\" height=\"516\" src=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2.jpg\" alt=\"\" class=\"wp-image-47332\" srcset=\"https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2.jpg 958w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2-300x162.jpg 300w, https:\/\/chopsybaby.com\/magazine\/wp-content\/uploads\/Bristol-EHCP-Data-2-768x414.jpg 768w\" sizes=\"auto, (max-width: 958px) 100vw, 958px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The progress Bristol is making against its <a href=\"https:\/\/www.bristol.gov.uk\/bristol-local-offer\/education\/education-health-and-care-plans\/education-health-and-care-needs-assessment-improvement-plan\" data-type=\"link\" data-id=\"https:\/\/www.bristol.gov.uk\/bristol-local-offer\/education\/education-health-and-care-plans\/education-health-and-care-needs-assessment-improvement-plan\" target=\"_blank\" rel=\"noreferrer noopener\">EHCNA Improvement Plan <\/a>Send data in Bristol is monitored by the <a href=\"https:\/\/chopsybaby.com\/magazine\/bristol-city-council-withholds-information-to-stop-parent-contact\/\" target=\"_blank\" rel=\"noreferrer noopener\">secretive Children\u2019s Quality, Improvement and Performance (QuIP) Board<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The council says of this: &#8216;Following a 37% increase in new EHCPs finalised in the 2025 calendar year, 852 plans have been issued between January and June 2026, a further 61% increase on this time last year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8216;Educational Psychology and Social Care contributions output have also improved with respective increase of 22% and 157% from 2025.
