£100k Bristol SEND Spy Report Inaccessible
The report found episodes of monitoring, evidence gathering and surveillance
An independent report which looked into accusations of SEND spying in Bristol is part of a meeting agenda at Bristol City Council this week – but the report is not accessible for people who rely on assistive technology.
Children and Young People Policy Committee will hear a presentation of KC Aileen McColgan’s report Independent Social Media Investigation Outcome Report.
The report which cost in the region of £100k and took seven months has been published online. It’s 126 pages long with the vast majority inaccessible to screen readers or people with Specific Learning Difficulties (SpLDs).

Having come under fire, Bristol City Council has now republished was it calls an ‘accessible’ version of the document, but this is just the Executive Summary which comes in at 17 pages without council branding.
The main body of the investigation is still inaccessible and cannot be read by assistive technology.

The investigator said: ‘did not find that any of the evidence gathering which I found to have taken place amounted to or included directed surveillance for the purposes of RIPA, such that an authorisation
would have been required.’
The report did find in places that Bristol City Council’s actions over the course of issues raised by families did include episodes of ‘monitoring’, ‘evidence gathering’ and ‘surveillance’.
